How many meters of cloth is needed to stitch this frock for a 2 year old?

You have done a wonderful pant and also taught the way to sew the pant. But since your not talking and explaining. It's very hard to understand few things. Like why did you not measure the thigh area or how to cut the fabric when it is different size. Well for a beginner it's hard to comprehend.
